What inspectors found, December 2023
Parkgate Road is rated Requires Improvement; inspectors found people were cared for kindly, but risk management, cleanliness and management checks were not always reliable.
This was an unannounced focused inspection on 30 October 2023. One inspector reviewed information, observed care, spoke with one person, staff, a relative and an advocate, and checked care, medicines, recruitment and quality records.
The home was safe in some important areas. Medicines were managed safely, staffing was sufficient, safeguarding procedures were understood and people received care from staff they knew. However, some risk assessments were out of date, wardrobes and items stored on them were not secured, and some cleaning and infection control practices did not meet the home's own standards.
The home was also rated Requires Improvement for being well-led. Quality checks had identified some problems but had not ensured they were fixed. The overall rating changed from Good at the previous inspection in 2018 to Requires Improvement. The other three areas were not inspected during this visit.
Medicines
Medicines were stored, given and disposed of safely. Records showed people received the support they needed, including for medicines taken only when required.
“Medicines were stored, administered and disposed of safely.” from the report
Staffing and safeguarding
Inspectors found enough staff to meet people's needs. Staff understood their safeguarding responsibilities, and recruitment checks followed the provider's procedure.
“During our inspection staffing levels ensured people were safe and their needs were met.” from the report
Personalised care
People received personalised care from staff who knew them well. The report also found that people's human rights, choices and independence were promoted and protected.
“People received person-centred care from staff who knew them well.” from the report
Out-of-date risk information
seriousOne person's risk assessment had not been updated after a hospital discharge. Another person's records contained incorrect information about their daily fluid intake. The records were updated during the inspection.
“One person's risk assessment had not been updated to reflect changes in their care and support needs following their discharge from hospital in September 2023.” from the report
Unsafe furniture and stored items
seriousSome bedroom wardrobes were not secured to the wall, and items stored on top could fall. The report says the operations manager confirmed action had been taken after the inspection.
“This put people at risk as the wardrobes could topple over and cause serious injuries.” from the report
Infection control and cleanliness
needs fixingSome staff wore jewellery, nail varnish or nail extensions despite the home's policy. Night cleaning records were incomplete, and some areas were dirty.
“However, some staff did not work in line with the providers policy because they wore jewellery, nail varnish and had nail extensions which was an infection control risk.” from the report
Weak management checks
needs fixingThe provider's monitoring systems did not always ensure that problems were fixed or that earlier standards were maintained. An audit had identified dirty areas, but inspectors found the same shortfalls later.
“The provider's systems and processes to monitor and improve the quality and safety of the service were not always effective.” from the report
- 01Have all wardrobes and items stored on top of them now been secured, and how are these checks recorded?
- 02How are care risk assessments updated promptly after a person's hospital discharge or a change in their needs?
- 03What has changed to ensure staff follow the infection control rules about jewellery, nail varnish and nail extensions?
- 04How are night-time cleaning checks completed and reviewed, particularly in the kitchen, toilet and bedrooms?
- 05How will the provider make sure its audits lead to problems being fixed and standards being maintained?
This was a focused inspection of Safe and Well-led only; the other three ratings were carried forward from the last inspection in 2018. Or stay at home with a private carer
Many people who look at care homes end up staying at home with a carer who comes in for a few hours a day, or lives in. PrimeCarers introduces you to self-employed carers you choose yourself: interviewed, ID and DBS checked, from about £20 an hour or £1,120 a week live-in.
